Hongaarse financiën min of meer op orde, maar...
Vrijdag 12 oktober 2012 - Hongarije heeft goed zijn best gedaan, het EDP Progress Report, het pakket aan financiële maatregelen en de oplossingen voor het verkleinen van het begrotingstekort worden door de EU, economisch analisten en het IMF gunstig beoordeeld. Maar vanwege de iets te trotse uitspraken van premier Viktor Orbán deze week komen internationale kredietbeoordelaars direct al met kritiekpunten aanzetten.
Orbán liet deze week een paar keer in het openbaar horen dat Hongarije nu toch echt alles op orde heeft: 'Er is niets aan de hand als de overeenkomst met IMF/EU niet doorgaat. Iedereen weet nu immers dat, ook al zou de deal niet doorgaan, Hongarije toch niet in de problemen komt.' In reactie daarop lieten verschillende kredietbeoordelaars zoals Fitch en S&P weten dat Hongarije er echt verstandig aan doet om wel een overeenkomst aan te gaan, anders zou het land toch weer af kunnen glijden richting junkstatus. En dan is er ook nog kritiek uit nabije kring, door econoom Tamás Mellár. De huidige regering rekt volgens hem de onderhandelingen tot András Simor, nu nog hoofd van de Hongaarse Nationale Bank, in maart 2013 vertrekt.
De Hongaarse website Portfolio.hu houdt de fiscale plannen, die vorige week vrijdag werden gepresenteerd, tegen het licht en laat verschillende ananalisten aan het woord. In een ander artikel op deze economische nieuwssite wordt er, zoals de kop van het artikel al verraadt, dieper ingegaan op de zogenaamde 'schatten' die er te vinden zijn in het EDP Progress Report.

What is the EDP Progress Report about?
Pursuant to the recommendation addressed to Hungary on 13 March 2012 in the context of the excessive deficit procedure, the Hungarian authorities submit a report to the European Commission and the Council presenting the progress achieved with measures adopted to bring the excessive deficit situation to an end, including the progress in the field of structural reforms.
The Council Recommendation required Hungary to correct the excessive deficit in 2012. On 30 May 2012 the Commission found that Hungary had taken effective measures to correct the excessive deficit, which assessment was confirmed by the Council on 22 June. The purpose of this Report is to present progress and achievements since that date.
The Report provides an overview of:
- the updated macroeconomic forecast for 2012 to 2014,
- budgetary developments and public debt trends in 2012-2014,
- the structural reforms implemented or planned to reduce the deficit with a lasting effect, as well as the changes implemented in the public finance governance in line with the Council recommendation.
The Report was discussed by the Government at its meeting of 4 October 2012, and subsequently submitted to the European Commission and the Council.
